CORTANA NOT WORKING WINDOWS 10?

Try changing your region:

Check your Firewall settings:

Go to Search and type Firewall. Choose the Allow an app through Windows Firewall option.
In this window, click Change settings.
Under Allowed apps and features, find all Cortana features and enable them.
Once done, click OK and check if it is working.

Try by creating a new user account:

Open the Settings menu and find the Accounts section. Click to open the Accounts section.

On the left pane, click the Family & other people section. On the right side of the menu, choose Add someone else to this PC.

Click I don’t have this person’s sign-in information.

On the next screen, choose Add a user without a Microsoft account.

Create a username and password for this account and click Next.
